Parma, July 3, 2025 – For the upcoming academic year, the University of Parma has confirmed the “no tax area” threshold at €27,000. This is a higher threshold than the one set by the Ministry of University and Research and had already been raised by the University, demonstrating its commitment to the right to education. 

The contribution calculation system has also been confirmed. It foresees a gradual and proportional increase based on the ISEE (Equivalent Economic Situation Indicator) and takes into account the following key factors: 

  • Economic situation (ISEE value), 

  • Merit (university credits, or CFU, earned between August 11, 2024, and August 10, 2025 – at least 10 CFU for students enrolled in their second year, and 25 CFU for those enrolled in later years), 

  • Enrollment seniority (all years of enrollment at the University of Parma are counted; changing degree programs does not reset seniority. Starting from the second year beyond the standard duration of the program, fees increase), 

  • Disciplinary area of the program. 

Regarding the submission of the ISEE value, the application can be completed on the ER.GO website from July 3 to November 4 (by 5:00 PM). 

Students who fall within the “no tax area” will only be required to pay the regional tax and virtual stamp duty (a total of €156, corresponding to the first installment) and will be exempt from all other tuition fees. 

The Following Students Fall Within the “No Tax Area”: 

  • First-year students enrolled in the 2025–26 academic year who, by 5:00 PM on November 4, 2025, submit through the ER.GO website a valid ISEE for university financial aid not exceeding €27,000

  • Students enrolled up to the first year beyond the standard program duration, who have earned: 

  • at least 10 CFU (ECTS credits) between August 11, 2024, and August 10, 2025, if enrolling in their second year, or 

  • at least 25 CFU if enrolling in subsequent years
     and who also submit by 5:00 PM on November 4, 2025, through the ER.GO website, a valid ISEE for university financial aid not exceeding €27,000

 

WHAT'S NEW 

  • Late fees have been abolished, but an immediate academic record block will apply in the case of late payment of tuition fees or in the presence of any type of outstanding debt

  • The conditional enrollment system has been eliminated. 

  • All students will pay in 3 installments

  • First installment: €156 total (regional tax €140 + virtual stamp duty €16), payable from August 5 to September 17 
     (for first-year students, the deadline is as specified in the Enrollment Guidelines). 

  • Second installment: 50% of the personalized university contribution, payable by November 18

  • Third installment: the remaining 50%, payable by April 30, 2026

If the second or third installment is equal to or greater than €600, it may be split into smaller payments upon request by the student.
