The conference “Food and Sustainability: Fiscal Profiles” will be held on Thursday, April 10, at Palazzo del Governatore, from 9:30 AM to 12:30 PM and from 2:30 PM to 5:30 PM. Organized as part of the “Food for Future” project by the University of Parma’s Department of Law, Political and International Studies, in collaboration with the University of Teramo, and with the patronage of the Italian Association of Professors and Scholars of Tax Law, the journal Diritto e Pratica Tributaria, the Order of Chartered Accountants of Parma, the Parma Bar Association, and the Municipality of Parma.
The day will focus on exploring the issues, current status, and future perspectives related to food from a tax perspective. These increasingly complex issues have been underexplored in Italian tax doctrine, despite the food sector being particularly significant, economically, in the Emilia-Romagna region and more broadly in Italy’s economy. The program has identified some of the key issues to focus on, aiming to provide an overview of the current state of food-related tax legislation. Gaps and/or suggestions for improvement will be highlighted, laying the foundation for further and deeper discussions. The papers presented during the conference will be published.
The day will be divided into two sessions: the morning session will focus on production and consumption, while the afternoon session will address waste collection, storage, disposal, and food-sector tax incentives.
The program, featuring authoritative national and international experts, will include institutional greetings at 9:30 AM from Paolo Martelli, Rector of the University of Parma; Giovanni Francesco Basini, Director of the Department of Law, Political and International Studies (Department of Excellence 2023-2027); Lucia Scaffardi, Scientific Coordinator of the "Food for Future" Project; Maurizio Logozzo, President of the Italian Association of Professors and Scholars of Tax Law; Cesare Glendi, Emeritus Professor at the University of Parma; Cesare Azzali, Director of the Union of Parma Industrialists; Gianluca Angelini, Provincial Commander of the Parma Guardia di Finanza; Francesco Castria, President of the ODCEC of Parma; and Francesco Mattioli, President of the Parma Bar Association.
Alberto Comelli, Professor of Tax Law at the University of Parma, will moderate the first session, and Maria Cristina Pierro, Rector of the University of Insubria, will moderate the second. In the afternoon, Antonio Uricchio, President of the National Agency for the Evaluation of the University System and Research (ANVUR), will speak, and Massimo Basilavecchia, Professor of Tax Law at the University of Teramo, will conclude the conference.

The conference is accredited for training purposes by the Parma Bar Association, awarding three ordinary continuing education credits. It is also undergoing accreditation for professional training by the Parma Order of Chartered Accountants and Accounting Experts.
An appendix to the conference will be the Spanish-language seminar, held on Friday, April 11, at 10:00 AM in the Flag Room at the main campus of the University of Parma. Organized by the University of Parma and the University of Castilla-La Mancha, it will focus on the challenges of the circular economy from a tax perspective, also in light of proposals by the European Commission.
This event is also part of the “Food for Future” project of the University of Parma’s Department of Law, Political and International Studies, a center of excellence for research and teaching in food law with a strong focus on food sustainability and innovation.
